The first of two summits
Driving east from Coeur d’Alene, Fourth of July is the first of two I-90 summits — the second is Lookout Pass at the Montana line, with the Silver Valley between them. Commuters between Coeur d’Alene and the Silver Valley cross Fourth of July every day, and clear at one summit does not mean clear at the other.
Why I-90 can be closed when the picture looks fine
A clear picture does not cancel a posted rule. Idaho closes or restricts I-90 for crashes, spun-out trucks, and snow removal on the grades. Night glare can look like ice, and an old picture can lie. The posted status always wins.
