Read them in driving order heading east from Pendleton: Cabbage Hill → Meacham → Ladd Canyon. The freeway climbs about 2,000 feet out of Pendleton — clear in town is not clear on the hill.

Cabbage Hill, Emigrant Hill, Deadman Pass — same place

The I-84 grade east of Pendleton is signed Emigrant Hill, called Cabbage Hill by everyone who drives it, and tops out at Deadman Pass. One grade, three names, one camera — and one posted rule.

Why I-84 closes here so often

Winter storms, freezing fog, ice, and chain-reaction truck crashes on the grades. ODOT can close I-84 for long stretches and hold traffic in Pendleton, La Grande, or Baker City. A clear still does not cancel any of that. The posted rule always wins.

Do I need chains on I-84?

Yes, sometimes — interstate or not. Oregon can require chains on all vehicles through the Blue Mountains, and trucks are routinely held to chain up. The full answer is in Do I need chains?
