The fastest answer is to look. On a clear day Mount Hood shows behind US-26 in the official ODOT stills at Government Camp, and the OHAZ Brightwood lookout watches the mountain's west side.
Gray sky in Portland does not settle it. The mountain can be out above the valley clouds — check the picture, not the sidewalk.

Why you can't see it some days
Low clouds off the Willamette Valley hide the mountain most often, even on dry days. Hood also makes its own weather — a smooth cap cloud can sit on the summit while everything else is blue.
