Read them in driving order from Portland: Brightwood → Ski Bowl West → Government Camp → the OR-35 junction. Rain in Brightwood is not Government Camp — the road climbs about 3,000 feet between them.

Do I need chains for Government Camp?

Only the posted TripCheck rule can say. Oregon can require chains on all vehicles, including AWD, and can hold traffic until you chain up. The full answer, including trailers, is in Do I need chains?

Is the road to Timberline open?

Timberline Road climbs from Government Camp, so US-26 has to be passable first. Check the TripCheck rule and the Government Camp picture, then Timberline's own site for the road above the highway. We do not re-host resort cameras.

Why the highway can be closed when the picture looks fine

A clear picture does not cancel a posted rule. ODOT closes or restricts US-26 for crashes, spun-out vehicles, and winter maintenance — things a still photo may not show. Night glare can look like ice, and an old picture can lie. The posted rule always wins.
